Can I edit dates or amounts on this page?

No. Your payment schedule is read-only. Contact the school with the invoice number and requested change.

Does a planned row mean I was charged?

No. Inspect the row state and next-payment text; planned/uncollected first payments are distinct from issued/paid invoices.
